How the society can help the growth of special needs kids

I know of a couple that has been trying to get a child for a very long time and they still could not be able to conceive. So they decided to result to adoption. The problem is that they were getting really old and they did not know that they would be there long enough to take care of a child. They went to an orphanage and they saw so many fragile babies. They wished that they could be able to provide a home for all those kids. They went to a separate wing and when they were there, they saw kids that had special needs. Some of them developed really slowly and others had mental illness. Then they went to another ward and they saw some other special needs kids who had heart issues. Their hearts went out for these kids. That is why they decided instead of adoption at their old age, they can instead donate Grants For Special Needs Children. They knew that this would be a big help to the kids and their urge of having a kid would be satisfied.
